For the liberalized competitive markets to thrive, natural monopolies should be regulated as independently and unbiased as possible. While dealing with sophisticated approaches to identify and set just and reasonable tariffs for use of the networks, EU Natinal regulatory authorities, and even more so professional and untergovernmental associations, have collected substantial practice and methodological skills. They mainly aim to create a transparent and undisputed environment for the network operators to function, something specifically important currently in Ukraine.
