With the staged liberalization of the Ukrainian energy markets and kick-started functioning of the renewed independent national regulatory authority hot discussion arises within the expert community regarding issues of fair and reasonable network tariff setting approaches for the energy natural monopolies. At that, aspects of transparency are crucial while developing such metodologies as they underpin perception of such decisions as unbiased and professional ones.
