REGULATORY ASSET BASE. REGULATORY POLICY. ELECTRICITY MARKET LIBERALIZATION

In cooperation with the USAID EMD and USAID ESP projects in Ukraine.

October 12, 2018  | Aloft Kyiv, 17 Esplanadna Street, Kyiv

OVERVIEW

With the staged liberalization of the Ukrainian energy markets and kick-started functioning of the renewed independent national regulatory authority hot discussion arises within the expert community regarding issues of fair and reasonable network tariff setting approaches for the energy natural monopolies. At that, aspects of transparency are crucial while developing such metodologies as they underpin perception of such decisions as unbiased and professional ones. These highly politicized issues will be discussed in expert and independent manner by the foreign energy experts already engaged with reforming of the Ukrainian energy industries.

Come to the Day 5 of the Energy Transparency Week to find answers to the following hot questions:

  • What is the progress of electricity market liberalization in Ukraine?
  • What design of network development plans should be chosen to attract additional investments for the network improvement?
  • What lessons are there for Ukraine from electricity market liberalization in Poland and Turkey?
  • How regulatory asset base may be finally implemented in Ukraine's current situation?
